Sue Ayotte – Triathlon Committee- Sue presented council with a Thank You plaque from the Triathlon Committee along with an update of the event.  She reported that there were 186 participants in the event and has received great feedback from participants.  Plans are underway for the event next year and look forward to our support again.  She will come back to Council in the new year to keep council up to date on the event’s planning process.

Ted Hall – to discuss the unopened road allowance – Meadow Lane.  Council advised Mr. Hall that they did not have any plans to stop up and close Meadow Lane. 

Doug Robins – to discuss drainage issues.  Council reviewed the issue and will have the Property Standards Officer look into the concern.
Wayne McLaren attended the meeting to view opening of Tenders  for the municipal office renovation project.

Jim Mahoney – By-law Enforcement Officer reported to Council on issues of concern to the Township.  Mr. Mahoney also discussed a trailer by-law with council and he was instructed to prepare a draft by-law for council to review.

Dave Pringle – Road Superintendant reported to Council concerning the Roads Department.  Dave advised that the comment sheets received have been dealt with and roads have been graded as required.

-MPAC reassessments notices reviewed – no objections

-AMCTO Seminars– Zone 7 – October 29,- Mattawa  Council approved staff attending and closing the office.

-Parry Sound Municipal Association Meeting – Whitestone – Oct 5 – 7 attending – closing office to allow staff to attend.

-Budget Review

-Landfill Site # 2 – shed roof repairs- Dave to look at and arrange repairs.

-Memo regarding shoreline zoning amendment – council will wait until further information is received.

Merlyn Snow – J. D. Newstead:

 WHEREAS communities across Ontario are concerned with the Accommodation Review Committee process and the impact this flawed process has on the socio-economic fabric of our municipalities;

AND WHEREAS many schools are the hubs of their communities, a better accommodation review system is needed to address the educational facility needs of our residents;

AND WHEREAS a system to address the educational facility needs in Ontario must ensure that school boards and municipal councils partner on decisions regarding education infrastructure;

AND WHEREAS greater accountability for school board decisions is needed;

AND WHEREAS a thorough review of the governance model for school accommodation decisions must include an opportunity to appeal these decisions;

AND WHEREAS the accommodation review process should respect and value the input of students, parents, the community and municipality;

THEREFORE BE IT RESOLVED that the Province of Ontario be petitioned to implement a “smart moratorium” on disputed school closings to provide the opportunity for the Ministry of Education, school boards and municipalities to work together to develop policies addressing such issues as planning for declining enrolments, a mutually agreed upon Accommodation Review Committee process, a review of funding to rural and small community schools, and transparency and accountability between municipalities and school boards.       Carried

The Council for the Township of Strong hereby amend By-law # 2009-1596 being a By-law to provide for the Naming of Roads;

And that the Council for the Township of Strong hereby delete item # 3 of this By-law as the Municipal Act does not require Municipalities to register naming of municipal roads in the Land Registry Office in the District of Parry Sound;

And that this resolution be attached to, and forms part of By-law # 2009-1596.   Carried

The Council for the Township of Strong approve transport truck/heavy truck traffic on municipal roads in the event of an emergency due to Highway 11 closures provided the Road Superintendant and/or Roads Committee have been contacted and approve the rerouting of traffic.                                 Carried

The Council for the Township of Strong purchase a Bear statue for the Legion Park from J. Anderson  in the amount of $ 800.00 .                      Carried

The Council for the Township of Strong accept the report of the Livestock Valuer, David Sinclair, regarding the loss of an Ewe, and approve a payment of $ 89.00 to John MacLachlan;

And that we submit our application for payment to the Ministry of Agriculture.    Carried

The Council for the Township of Strong approves in principle, the Application to purchase the original 66 foot Lakeshore Road Allowance or any portion thereof registered to John D. Taylor and James H. Taylor, known as Plan M43 Lot 2, PCL25966 SS, Roll # 4946 00902806400.  Carried

Chris Ellis – Merlyn Snow:

The Council for the Township of Strong have read and approve By-law 2009-1599 being a by-law to enter into an Agreement with Her Majesty the Queen in Right of Ontario as represented by the Deputy Premier and Minister of Energy and Infrastructure and the Minister of Agriculture, Food and Rural Affairs for funding of infrastructure projects; 

And that Council hereby authorize the Mayor and the Clerk/Treasurer to sign this by-law on behalf of the municipality having read the by-law the required readings. Carried
