COUNCIL MEETING – SEPTEMBER 9TH 2008

Held at the Township office at 5:30 pm

There were no declarations of pecuniary interests on the agenda material.

Be it resolved that this Council does hereby adopt the following minutes of meetings as circulated:

  • Council meeting of August 26th 2008
  • Central Almaguin Planning Board Special Meeting of August 28th 2008
  • South River – Sundridge & District Airport Meeting of August 5th 2008                             Carried

Be it resolved that this Council does hereby approve payment of the August 2008 invoices as follows:

  • Roads Accounts           $87,124.96
  • General Accounts          $81,064.24
  • Payroll Accounts           $50,042.28                                                                                Carried

 

Council reviewed our correspondence and land owners regarding the proposed Quarry at Con 1 Lot 24 and the answer received from MTO.  The answer did not address council’s concerns and will be answered by council.

Council also reviewed A letter for the proposed Aggregate Permit at Con 14 Lot 24 & 25 and our letter to MTO as well.  There was no answer to our letter to date.

Council reviewed a letter from the Lake Bernard Property Owners Assoc. regarding the Culvert Replacement at Pool Lake Outlet.  At Council’s request, the Road Superintendant will apply to the Department of Fisheries and Oceans to replace the culvert at Pool Lake Outlet if the DFO confirms it will help the drainage issue from Pool Lake into Lake Bernard.   Council reviewed the August Schoel report from the Lake Bernard Property owners assoc.

Be it resolved that this Council does hereby approve payment of the August 2008 Claim for Wolf  kill of Sheep in the amount of $120.40 as submitted by John MacLachlan.    Carried

 

Vi Montpetit – John Newstead

Be it resolved that this Council does hereby authorize Tera Kincaid to attend the OMERS workshop on Oct.7/08 at the Pinewood to prepare for reconciling Form 119 and the year end reporting                        Carried

 

Merlyn Snow - Chris Ellis

Be it resolved that this Council does hereby authorize that By-law 2008 – 1569 – Item 3 and 4 be amended to read Con 8 Lot 28 Plan M49                                                                  Carried

 

Vi Montpetit - Chris Ellis

Be it resolved that this Council does hereby authorize that  6 signs be ordered for Land Fill #2 to read “No Trespassing”                                                                            Carried

 

Chris Ellis – John Newstead

Be it resolved that this Council does hereby authorize that Part 1 of Plan 42R16198 be stopped up closed and transferred to the owner of Part 2 Plan 42R16198.  There is an exclusion to the public process as this land (Part 2) does not have direct access to a highway and that land of an equal size was expropriated to maintain access to the remainder of the unopened allowance for road.  The by-law to close part 1 Plan 42R16198 will be prepared by the clerk at no cost to the owner of Part 2 42R16198.                     Carried

 

Council reviewed the Planning Report for the Proposed Zoning amendment for the Fowler quarry.  The report will be posted on the Township Web Site – Coming Events page.  Upcoming invitations & meetings were reviewed.

 

Chris Ellis - Merlyn Snow

Be it resolved that this Council does hereby recognize that once the Pevensey United Church disbands later this year, the Township of Strong under the Cemeteries Act shall be obligated to administer the Pevensey United Church Cemetery and bring all records into the Accounting system for the Township of Strong and be audited each year as a “Trust Fund” and will be included in the Township of Strong Consolidated Financial Statement.  A Pevensey Cemetery Board will be formed with local citizens who will meet at least once a year to review the activity and the finances of the cemetery as well as ensure the cemetery is maintained as required.  The Secretary of the Cemetery Board will keep the books – both financial and Burial Deeds – for the cemetery and sell burial plots as required and arrange to have burial plots opened for burials.  The Board Members and the Secretary for the Board will be appointed by the Council of the Township of Strong as required under the Cemeteries Act.             Carried

 

Merlyn Snow – John Newstead

Be it resolved that this Council does hereby recognize that once the Pevensey United Church disbands later this year, the Township of Strong will administer the Cemetery.  There is also the Church building on the property.  The Township of Strong will accept the building know as Pevensey United Church at No Charge to the Township.  Carried

The Joint Building Committee August Reports were reviewed by council.
