The Council for the Township of Strong held their regular meeting on Tuesday May 25, 2010 at 5:30 p.m. in Council Chambers. All council members were present.
There were no delegations attending the meeting.
Discussions were held on the following items:
-Recommendations from an architect were reviewed regarding renovations required to lease the basement area. Council would like the CBO to review these recommendations at a later date.
-Update on Wind Farms and affect they may have on neighbouring property owners.
-Update on Area Clerk’s meeting – Joint Compliance Audit Committee report-resolution passed
-Violence and Workplace Harassment Legislation effective June 15, 2010. Staff meetings will be arranged to ensure Township is in compliance with new regulations.
- Parks Project update – Installers will be returning May 31, 2010 to complete installation of equipment.
-Budget Meeting scheduled for June 14, 2010.
-Zoning By-law amendment for review

That the Council for the Township of Strong adopt the Minutes of the May 11, 2010 Council Meeting
With the following correction to Resolution # 2010-0129 “the Minutes
will be adopted by Council at their next regular meeting scheduled for May 25,
2010” Carried
2010-0108 Merlyn Snow – J.
D. Newstead:
THEREFORE BE IT RESOLVED That the Council for
the Township of Strong approve the Accounts Payable as presented up to and
including May 25, 2010 in the amount of $ 178,876.64 and hereby authorize the
Clerk/Treasurer to issue cheques for same. Carried
2010-0109 Christine Ellis – J.D. Newstead:
Whereas Mr. Darryl Fleger has submitted a zoning amendment to seek
relief from the required 30 metre setback from Type 1 Fish Habitat on Lake Bernard;
And Whereas Mr. Fleger submitted an environmental report that
concluded the fish habitat proximate to the Fleger lot was not Type 1 Fish
Habitat but still provided extensive recommendations to minimize the impact of
development given that lake Bernard is a lake trout lake;
And Whereas Council wants to ensure that fish habitat mapping is
as accurate as possible;
Now Therefore Council approves the Fleger Zoning Amendment By-law 2010-018 and directs the Clerk to enter
into a requisite development agreement with Mr. Fleger ;
And further Council directs that at the time of an Official Plan
and Zoning By-law Update, the terms of reference include an overall assessment
of the Type 1 Fish Habitat areas currently identified on Lake Bernard. Carried

Now Therefore be It Resolved that the Council for the Township of Strong have read and approve By-Law 2010-019 being a by-law to provide for Advance Votes to be held prior to voting day;
And council hereby authorize the Mayor and
the Clerk to sign this by-law and affix the Seal of the Corporation thereto. Carried

J. D. Newstead – Merlyn Snow:
WHEREAS Section 81.1 of the Municipal Elections Act, 1996 requires the mandatory establishment of a Compliance Audit Committee for the 2010 election;
AND WHEREAS economies of scale shall be realized by participating municipalities through the establishment of a joint Compliance Audit Committee;
AND WHEREAS the important role of the Almaguin Clerk’s Group in facilitating this joint initiative, and subsequent cost savings to each municipality is recognized;
NOW THEREFORE BE IT RESOLVED That the Council for the Township of Strong deems it necessary to enter into an agreement with other interested municipalities to appoint a joint Compliance Audit Committee for the term of four years being the same as the term of council;
AND FURTHER that the Council of the Township of Strong authorizes
the Almaguin Clerk’s Group to promote, interview, and make recommendation to
council for appointment to the Joint Compliance Audit Committee. Carried

Township of Strong hereby approve the Consent Application # B030/10 Strong-Gord
Foster as presented provided all standard conditions are met. Carried

That the Council for the Township of Strong adopt the 2010 South River Sundridge District Airport Budget as presented in the amount of $120,393.00 with the Township of Strong share being $19,798.60.

8:00 p.m. until the next scheduled meeting of Council on June 8, 2010.
