Council Present: Deputy Mayor Christine Ellis, Councillors: Vi Montpetit, John Newstead, Merlyn Snow,

Mayor Stephen Rawn was absent.

 

Guests:  Mr. & Mrs. J. Blackwell, Mr. & Mrs. R. Millward, Mr. Michael Hardy attended the meeting to discuss the proposed abandoned road closing.  Mr. & Mrs. Millward were concerned that they would not have access to their property if the abandoned road were closed.  Mr. Hardy who is representing the vendor of this property assured Mr. & Mrs. Millward that an easement would be provided to all persons within the property boundary that currently have access.  

 

Mr. Christopher Blueman attended to view council proceedings.

 

Road Superintendant – D. Pringle gave council a report on roads, concerns, update on seasonal staff.

The following resolutions were passed:

2010-064  Merlyn Snow –J.D. Newstead:

That the Council for the Township of Strong hereby appoint Christine Ellis as presiding officer of the March 9, 2010 council meeting in the absence of the Mayor.      Carried

2010-065 Vi Montpetit – J. D. Newstead:

That the Council for the Township of Strong adopt the Minutes of the:

February 23, 2010 Council Meeting,

January 21, 2010,  February 5, 2010 and February 18, 2010 CAEDA Minutes,

March 3, 2010 Arena Board Minutes.    As circulated.                       Carried

 

2010-066 J. D. Newstead -  Merlyn Snow:

That the Council for the Township of Strong adopt the Minutes of the Closed Session meeting on February 23, 2010.                                                                      Carried

 

2010-067 Merlyn Snow – J.D. Newstead:

That the Council for the Township of Strong accept the tender from Gavine Electric in the amount of $ 5486.25 including GST to install Lights at the Township garage.                         Carried

 

2010-068 Vi Montpetit – J. D. Newstead:

That the Council for the Township of Strong have read the Infrastructure Stimulus Fund Contribution Agreement between  Her Majesty the Queen in Right of Ontario and the Minister of Agriculture Food and Rural Affairs and the Corporation of the Township of Strong to complete the Building Renovation Project and Parks Project;

And hereby authorize the Clerk/Treasurer to sign this agreement on behalf of the municipality.  Carried

 

2010-069

That the Council for the Township of Strong accept the tender from Rob’s Painting in the amount of $ 840.00 including GST to paint the stairway, kitchen and bathroom of the municipal office.    Carried

2010-070 J. D. Newstead – Vi Montpetit:

That the Council for the Township of Strong accept the tender from Grand & Toy in the amount of $ 41.62.86 for office furniture as described by quote from Grand & Toy  plus a solid modesty panel from Grand & Toy.                                                                             Carried

2010-071 Vi Montpetit – Merlyn Snow:

That the Council for the Township of Strong authorize the Treasurer to Draw $10,000.00 for the Joint Building Committee as an interim payment of the Line of Credit previously approved.     Carried

2010-072 Merlyn Snow – J.D. Newstead:

That the Council for the Township of Strong have received application for Rezoning in principal for property located at 4 Elizabeth Street subject to the conditions of the Rezoning Procedures By-law And that Council resolve to forward to Meridian for application review, a recommendation on whether the application is complete and preparation of the necessary zoning amendment.

2010-073 Vi Montpetit – J. D. Newstead:

Therefore be it resolved that we accept the tender from dePeuter Decorating Centre in the amount of $ 1034.00 including taxes for flooring in the kitchen and bathroom and back hall.     Carried

 

2010-074 J. D. Newstead – Merlyn Snow:

That the Council for the Township of Stong have read and approve By-law 2010-010 being a by-law to appoint a Deputy Chief Building Official for occasional inspection services as required having read the by-law the required readings;

And That council authorizes the Deputy Mayor and the Clerk to sign this by-law and affix the Seal of the Corporation thereto;                                                               Carried

2010-075 J. D. Newstead – Vi MontpetitL

That the Council for the Township of Strong have read and approve By-law 2010-011 being a by-law to enter into an Agreement with the Association of Municipalities of Ontario to carry out the fund administration of the Transfer of Federal Gas Tax Revenues having read the by-law the required readings;

And That council authorizes the Deputy Mayor and the Clerk to sign this by-law and affix the Seal of the Corporation thereto;                                                                               Carried

2010-076 J. D. Newstead – Merlyn Snow:

The Township of Strong approve hiring Bry-Co Engineering to conduct an engineering review of the basement pertaining to the uses of the downstairs.                         Carried

 

2010-077 Vi Montpetit – J. D. Newstead:

That the Township of Strong approve renting an office space to the Fire Chief at a cost of $50.00 per month.                                                                                                       Carried

 

2010-078  J. D. Newstead – Vi Montpetit:

 

That we do now adjourn at 8:20  p.m., until the next regular meeting of Council March 23, 2010 or at the call of council.                                                                  Carried

 

 

The above Minutes will not be adopted by Council until the next regular meeting scheduled on

 March 23, 2010.
