Guests: Marjorie Robinson attended the Council meeting to present a proposal for accounting services for the municipality.
Discussions
took place on the following items:
-Parks project update – equipment has been ordered and we are waiting for site specifications to prepare the ground for equipment. The floating docks have been ordered as well Signcraft will submit signs for approval.
-Building Renovation update – a report was received regarding the building renovations. A meeting will be set up to discuss the project.
-Summer staff for parks and general labour. The Roads Department will be requested to provide a detailed job description for seasonal staff.
-Concern with arena programs

That the Council for the Township of Strong
hereby appoint Christine Ellis as presiding officer of the March 23, 2010
council meeting in the absence of the Mayor.

2010-080 Vi Montpetit – J. D. Newstead:
That the Council for the Township of Strong hereby accept proposal from Marjorie Robinson as presented for financial accounting services as required by the administration staff as follows:
1. Quarterly, 2. As required
by Clerk at $50.00- per hour and other accounting services as required at a
negotiated rate. Carried

Vi Montpetit:
That the Township of Strong council approve payment to the Deputy
Mayor the same rate as the Mayor when the Mayor is absent for 2 consecutive
meetings. Carried

That the Council for the Township of Strong adopt the Minutes of the:
March 9, 2010 Council Minutes
March 2, 2010 Medical Centre Minutes Carried
2010-083 Vi Montpetit – J.
D. Newstead:
That the Council for the Township of Strong hereby grant permission to BOT Construction to utilize the municipal roads adjacent to the MTO Contract 2007-5200 during the half load season namely:
Muskoka Road North from Hwy 11 to the Hydro Entrance
Albert Street North and South
Hill Valley Road to Tower Road
Adams Road from Albert Street to the Project
With the understand that BOT Construction will work with the
Township to mitigate any road failures that occur as a result of the above
operations. Carried
2010-084 J. D. Newstead –
Merlyn Snow:
That the Council for the Township of Strong
does hereby approve the accounts payable as presented up to and including
March23, 2010 in the amount of $328,709.45 and hereby authorize the Deputy/Treasurer
to issue cheques for same. Carried
2010-085
Merlyn Snow – Vi Montpetit:
That the Council for the Township of Strong
have reviewed the Sirius Benefit Package renewal as presented in the amount of
$ 60,427.44. Carried
2010-086 J. D. Newstead –
Merlyn Snow:
That the Council for the Township of Strong
hereby accept the tender from James Copeman as presented in the amount of
$12,380.00 to install 670 feet of page wire fencing at Landfill Site # 1. Carried
2010-087 J. D. Newstead –
Merlyn Snow:
That the Council for the Township of Strong have read and approve By-law 2010-012 being a by-law to enter into an Agreement with the Ontario Infrastructure Projects Corporation (OIPC) in the amount of :
$ 215,780.00 for capital equipment purchase and $ 176, 626.61 for our share of the Municipal Office Renovation Project;
And That council authorizes the Deputy Mayor and the Clerk to sign
this by-law and affix the Seal of the Corporation thereto and submit the
necessary documents on our behalf; Carried
2010-088
J. D. Newstead – Merlyn Snow:
That the Council for the Township of Strong have read and approve By-Law 2010-013 being a by-law to set tax ratios for Municipal purposes for the Year 2010 having read the by-law the required readings;
And that Council authorize the Deputy Mayor and the Clerk/Treasurer sign this by-law and affix the seal of the Corporation thereto. Carried
2010-089
Merlyn Snow-J. D. Newstead :
That the Council for the Township of Strong does hereby adjourn at 8:10 p.m. until the next regular meeting of Council scheduled for April 13, 2010 or at the call of the Mayor.
The above minutes will not be adopted by Council until their next regular meeting on April 13, 2010.
