Council Present:  Mayor Steve Rawn, Councillors – Christine Ellis, Vi Montpetit, Merlyn Snow, Absent – John Newstead.

Guests:

Library Board Members:  Jane Anderson, Sally Harper, Denise Rogers, Judy Stillar, Barry Morris, Joan Bisby.  The Library Board attended to walk through the basement area of the municipal office.  The Board is looking into alternative locations for the library and the municipal office is one that is being considered.  Several issues were discussed including rent, the outside grades, access in evening hours, outdoor lighting, cleaning, parking, snow removal, sound proofing, flooring, administration services,  moving costs.  These issues will be dealt with in detail once all costs are known.

 

Sue Ayotte –Councillor for the  Village of Sundridge attended the meeting to discuss the 2010 Triathalon to provide council with an update of last year’s event, donations that have been given to community groups through sponsorships, plans for the upcoming event and request for a donation for 2010. 

Sue also gave a report to council regarding DSSAB  as our representative and advised that the 2010 levy will be reduced.

The Summer Swimming program was discussed.  Sue made a presentation requesting Strong Council consider partnering with the Village of Sundridge to provide summer employment for 2 students for 10 weeks – with 6 weeks being used for swimming lessons and two weeks at either end of the summer available to the Township of Strong and the Village of Sundridge.  A discussion took place regarding other programs that may be offered during the summer months.   Resolutions were passed by council.

 

Jonathan Wilson attended the meeting as an observer.

2010-049  Merlyn Snow – Chris Ellis:

 

That the Council for the Township of Strong does hereby adopt the Minutes of the:

February 9, 2010 Council Minutes                                             Carried

 

2010-050 Merlyn Snow – Chris Ellis:

That the Council for the Township of Strong does hereby approve the Accounts Payable as presented up to and including February 23, 2010 in the amount of $ 63,488.92 and hereby authorize the Deputy Treasurer  to issue cheques for same.                                                                 Carried

 

2010-051 Merlyn Snow – Chris Ellis:

That the Council for the Township of Strong does hereby approve the extension to the MPAC agreement as presented.                                                                                                                Carried

 

2010-052 Chris Ellis – Merlyn Snow:

That Strong Township Council agree to start up a swim program through the Sundridge Strong Recreation/Committee for a ten week program during the summer.  The cost for this program should not exceed $5,000.00 total.                                      Carried

 

2010-053 Vi Montpetit – Merlyn Snow:

Therefore be it resolved that Strong Township provide a donation in the amount of $ 500.00 to the 2010 Triathalon Committee.                                                        Carried

 

 

 

2010-054 Merlyn Snow – Vi Montpetit:

Therefore be it resolved that Strong Township support the Sundridge Triathalon for 2010;  And hereby authorize that the necessary roads be closed as required provided  OPP, Fire Department and Ambulance services are notified of this closing and proper notification is provided to the Public.  Carried

 

2010-055 Merlyn Snow – Chris Ellis:

That the Council for the Township of Strong does hereby approve the following changes to the original building renovation project:

 

1.  Hydro panel moved from previous location to south east corner of the municipal building

2.  Lighting changed to pot lights to match existing lighting in council chambers from fluorescent box lighting and

Clerks office to track lighting from fluorescent box lighting.

3.  The utility room changed to wafer board and not drywall as shown in the original drawings.

4.  Office doors changed from original drawings to be located on the municipal office portion of the building.

5.  Approve changes to the main office – remove hallway.

And that this resolution be attached to the original contract.                       Carried

 

2010-056 Chris Ellis – Vi Montpetit

That the Council for the Township of Strong does hereby approve amending the cleaning contract to allow up to 10 hours per week for cleaning the municipal offices after renovations are completed. Carried

 

2010-057 Vi Montpetit – Merlyn Snow:

That the Council for the Township of Strong approved  By-law 2010-007 being a by-law to authorize the borrowing of  money by way of a line of credit to meet expenditures in connection with the Municipal Office Renovations project;

That the line of credit shall not exceed $250,000.00;

And that upon completion of the project the remaining balance may continue as a term loan at the prevailing rate for a fixed rate term loan with the Royal Bank of Canada.   Carried.

 

2010-058 Vi Montpetit – Merlyn Snow:

That the Council for the Township of Strong does hereby approve in principal the application to FedNor for a Youth Intern grant on behalf of the Joint Building Committee provided a resolution of support is received from the Joint Building Committee.                                                        Carried

 

2010-059 Merlyn Snow – Vi Montpetit

That the Council for the Township of Strong does hereby approve in principal the application to  purchase the Road formerly known as Brimacombe Road  as presented.           Carried

Mayor Steve Rawn declared a conflict of interest and did not attend the discussion.

 

2010-060 Chris Ellis – Vi Montpetit

That the Council for the Township of Strong does hereby approve the quotation from Wills Consulting in the amount of $ 1750.00 plus applicable taxes to prepare OSIM Bridge Inspections for three bridges within the Township.                                                              Carried

 

 

 

2010-061 Merlyn Snow – Chris Ellis:

Be it resolved that this Council does hereby agree that in accordance with the Municipal Act Section 239 (2) (b) Council moves to a Closed Meeting at 7:15 p.m. in order to address a matter allowed for a closed session meeting, namely : personnel- identifiable individual.                                            Carried

 

2010-062 Vi Montpetit – Chris Ellis:

Be it resolved that this Council does hereby agree that in accordance with the Municipal Act Section 239 (2) (b) Council moves out of  a Closed Meeting at 7:57 p.m and returns to the Regular meeting agenda.

Carried

 

2010-063 Chris Ellis – Merlyn Snow:       

That the Council for the Township of Strong does hereby adjourn at 9:47 p.m. until the next regular meeting of council on March 9, 2010.                                   Carried

 

The above minutes will be adopted at the next regular meeting of council scheduled for March 9, 2010.
