The Regular meeting of the Strong Township Council was held on Tuesday August 11, 2009 at 5:30 p.m. in the municipal office. 

Attending were: Mayor Steve Rawn,

Councillors: Christine Ellis, Vi Montpetit, John Newstead, and Merlyn Snow.

 

Guests:  Nancy Maynes to discuss a Minor Variance

 

Road Superintendant :  Dave Pringle provided council with his report and update on roads.

 

Items Discussed by Council:

Trailer By-law – council will be reviewing and revising issues with the trailer by-law.

Use of the landfill site by an outside area resident – council decided this would not be allowed.

MPAC request for reconsideration – objection to new assessment rate by council

Policy regarding staff attending courses – add to the hiring policy.

Be it resolved that we adopt the minutes of the :
July 14, 2009 Council meeting

July 15, 2009 Central Almaguin Planning Board

July 7, 2009 and June 29, 2009 Medical Centre Board meeting.     Carried

Be it resolved that this Council does approve the Accounts Payable up to and including July 31, 2009 Paid by the Deputy Clerk Treasurer in the amount of $ 110,893.36.     Carried

Be it resolved that this Council does hereby go into “Committee of Adjustment” to deal with Minor Variance #A27/09 and all members of the Committee signed the Decision for the Minor Variance. Carried

Be it resolved that this Council does hereby exit from the  “Committee of Adjustment”  meeting and resume the regular meeting of Council.                           Carried

Be it resolved that this Council does hereby approve the recommendation of the Committee of Adjustment to allow the Minor Variance Application A27/09 to allow a boathouse/storage building on a lot without a principle residence, provided the building is not encroaching on road allowance or the shore road allowance is purchased.                                       Carried.

Be it resolved that this Council does hereby accept the Cleaning Contract Tender  from Diane Cowling

in the amount of $ 10.00 per hour.  Cleaning contract to begin August  17, 2009.     Carried

Be it resolved that this Council does hereby approve a donation in the amount of $100.00 to the Almaguin Highlands Annual Crime Stoppers Golf Tournament.                          Carried

Vi Montpetit – Chris Ellis:

Be it resolved that this Council does hereby approve an extension of a further 2 week period for the closure of the Pevensey Road as there is further blasting to be done for the Highway 11 construction from September 1, 2009 to September 15, 2009.   Carried

Merlyn Snow – J. D. Newstead:

WHEREAS the District of Parry Sound Social Services Administration Board is the Municipal Service Manager for delivery of Social Housing for the 22 member municipalities and territories without municipal organization in the District of Parry Sound;AND WHEREAS the Affordable Housing Program 2009 Extension – Northern Component is designed to provide low and moderate income homeowners with an opportunity to repair their homes and bring them up to health and safety standards and that this program has defined Northern as Ontario north of the French River, including Nipissing District but excluding the District of Parry Sound;NOW THEREFORE E IT RESOLVED that the Municipality of The Township of Strong supports the inclusion of the District of Parry Sound as a Northern District and requests that the District of Parry Sound be included for participation in the AHP 2009 Extension –Northern Component.    Carried

Be it Resolved that this Council have read and approve By-law 2009-1596 being a by-law to provide for the naming of roads;

And that this by-law has been read the required readings;

And Therefore Council hereby authorize the Mayor and the Clerk to sign this by-law and affix the seal of the Corporation thereto.                                                Carried

Be it Resolved that this Council have read and approve By-law 2009-1597 being a by-law to provide to establish a Township policy on the use of unopened road allowances;

 

And that this by-law has been read the required readings;

 

 

And Therefore Council hereby authorize the Mayor and the Clerk to sign this by-law and affix the seal of the Corporation thereto.                                    Carried

Chris Ellis – J. D. Newstead:

Be it Resolved that this Council does hereby approve By-law 2009-1598 being a by-law to regulate the size and mode of construction of culverts and entrance ways which cross any drain or watercourse on a public highway under the jurisdiction of the Corporation.

 And That this by-law has been read the required readings;

And That Council authorizes the Mayor and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.                                          Carried

 

2009-191

Merlyn Snow – Chris Ellis:

AND WHEREAS without powers under the Planning Act, municipalities will no longer be able to require Agreements related to access, landscaping, and securities for renewable energy projects;

AND WHEREAS municipalities will no longer be able to address the needs of the local area in such an Agreement.

THEREFORE BE IT RESOLVED THAT the Township of Strong requests that the Province undertake a comprehensive review of the potential health and land use impacts (including property values) to the General Public associated with the placement of all Renewable Energy Facilities; and review the proposal to remove local land use planning controls under the Planning Act through Bill 150."                                                          Carried

Be it resolved that this Council does hereby approve Linda Maurer and Tera Kincaid attending a Lottery Training Session in Bracebridge on September 16, 2009 from 10 a.m. to 2 p.m.      Carried

 

 

 

 

2009-193

Chris Ellis – Vi Montepetit

Be it resolved that this Council does hereby authorize the Clerk/Treasurer to complete a Build Canada  Not for Profit funding application on behalf of the Sundridge Strong Agricultural Society for the relocation of the Pevensey Church project.

The Township of Strong support this project in principal; 

 

And that the Township of Strong will endeavour to secure funding to assist with this project. 

 

Completion of the project is subject to funding approval on behalf of all partners.    Carried

Be it resolved that this Council does approve the Report of Livestock Valuer as presented from  John MacLachlan regarding a report of livestock killed by a predator at Lot 8 Con. 9 Strong Township and approve the payment of $600.00 and submit our application for payment to the Ministry of Agriculture.

Merlyn Snow – J. D. Newstead:

The Council for the Township of  Strong have read the Resolution circulated by the Township of Ryerson regarding the Burk’s Falls & District Health Centre;

AND WHEREAS the Corporation of the Township of Strong  are in complete support the statements expressed in the resolution from the Township of Ryerson;

NOW THEREFORE be it resolved that Ontario Premier Dalton McGuinty, Health Miniser David Caplan, the North Simcoe Local Health Integration Network(NSLHIN) and the Muskoka Algonquin Health Care (MAHC) Board of Directors immediately confer and determine to call a moratorium on further changes at the Burk’s Falls Health Centre until such time as the MOHLC Task Force has completed the proposed Rural Health care Policy;

AND FURTHER be is resolved that the Rural Task Force come to Burk’s Falls to consult with the public about the future of health care services in this community; 

 AND FURTHER that our resolution of support is directed to Premier Dalton McGuinty,  Health Minister Caplan, MPP Norm Miller for consideration.                           Carried

Be It Resolved this Council does hereby approve Bry-Co Engineering Ltd. to proceed with preparing  Tender Packages for the Municipal Office renovation project;

And that Bry-Co Engineering Ltd will attend the opening and review of  tender packages;

 

And That Council this project is subject to Provincial and Federal Funding programs.   Carried

Be it resolved that this Council does hereby adjourn at  9:30 p.m. until the next regular meeting of Council on August 25, 2009
