The
meeting was called to order by the Mayor at 5:30 p.m. in Council Chambers.
Guests:
Staff Sgt Stacey Whaley – Almaguin Highlands OPP. Staff Sgt. Whaley provided council with a review of the 2010 Business Plan for the Detachment . He also provided council with an update regarding staffing at the office. He also reviewed the annual occurrence report for Strong Township. Council would like to see an increase in patrolling on the back roads.
Staff Sgt. Whaley reminded council to call whenever they had concerns and staff would be available to discuss any issues they may have.
Dorothy Shaver – Steve Scholten – MNR. Steve Scholten gave a presentation regarding capacity on Lake Bernard for new development due to our lake being designated as a Heritage Lake Trout Lake. He explained the requirements for Lake Trout and the importance of keeping phosphorous levels low to allow for natural regeneration of Lake Trout. He reported the populations are being maintained. Dorothy Shaver explained t MNR policies regarding planning policies on the Lake and the necessity to be consistent with the Provincial Policy Statement and protect the natural environment for future use.
Kevin Minor – Assistant Road Superintendant attended the meeting to update council on road work being completed and to discuss issues with council.

That the Council for the Township of Strong
does hereby adopt the Minutes of the March 23, 2010 Council Meeting as
circulated. Carried
2010-091
Chris Ellis – Vi Montpetit
THAT the Council of the Municipality of the
Township of Strong endorse the Electricity Procurement Program in partnership
with Local Authority Services (LAS), a wholly owned subsidiary company of the
Association of Municipalities of Ontario;
THAT the execution of an Agency Appointment and
Retainer Agreement with Local Authority Services be approved, recognizing that
as agent, LAS will negotiate all required electricity purchases on behalf of
all procurement program members and that the details of all contracts will then
be communicated to all program members;
THAT the authority to make all future
program-related decisions for the Municipality of Strong be delegated to:
1) Linda Maurer
2) Stephen Rawn
3) Christine Ellis
AND FURTHER THAT Council authorize Local Authority
Services, through its appointed agent, to have access to consumption data from
the local electricity utility on an as needed basis, in order to compile load
profile information for the procurement program and to bill accounts all
enrolled accounts.

That the Council for the Township of Strong
does hereby accept the proposal from Wendy Card for cleaning services as
presented in the proposal in the amount of $ 16.00 per hour cleaning and $ 25.00 per time for
snow removal on a 3 month trial basis, to be reviewed at that time. Carried

That the Council for the Township of Strong
does hereby approve sending Linda Maurer to the AMCTO Zone 7 conference May 12
to 14, 2010 in Espanola. Carried
2010-094

That the Council for the Township of Strong
has reviewed Application B010-B011-B012/10 Strong Near North Campgrounds as
presented provided all standard conditions are met. Carried

That the Council for the Township of Strong
has reviewed Application B015-B016-B017/10 Strong Near North Campgrounds as
presented provided all standard conditions are met. Carried
2010-096 Vi Montpetit –

That the Council for the Township of Strong does hereby write off
property taxes as follows:
49 46 000 006 011 0200 as this property is now exempt:
Property Taxes: 2010 Interim $ 13.31, 2009 $ 50.00, 2008 - $ 50.00, 2007 $ 50.00, 2006 –
$ 24.16

Vi Montpetit:
That the Council for the Township of Strong
hereby adopt the 2010 Sundridge Strong Fire Department Budget for 2010 in the
amount of $236,615.00 with Strong Townships share being $108,582.50. Carried

Montpetit:
The Council of the Township of Strong moves to invest $ 150,000.00
in one year cashable G.I.C’s at the Royal Bank. Carried

That the Council for the Township of Strong hereby adjourn at 9:40p.m. until the next regular meeting of Council on April 27, 2010.
The above minutes will not be adopted by Council until their next regular meeting on April 27, 2010.
