BY –LAW #2008 - 1583

Being a By-law to set the Remuneration

 

WHEREAS the Council of the Corporation of the Township of Strong sets the following rates for Wages, Benefits, Salaries for Employees, Council and Committee and Board Members.

 

NOW THEREFORE the Council of the Corporation of the Township of Strong hereby enacts the following by-law with council/staff policies outlined in the 2005 hiring policy manual  and Pay Equity Plan Dated Sept. 1 2007 as amended.

 

q  That Committee or Board Members from the Public be paid a rate per meeting attended of                    $40

q  That the Mayor be paid a Monthly stipend to attend all assigned meetings at an amount of               $1053

q  That the Council be paid a Monthly stipend to attend all assigned meetings at an amount of                   $899

q  That staff  be paid for a  meeting of council/committee as assigned after work hrs an amount of           $100\ 3  hrs+ $150

q  That Council (over 25 km) & Staff be paid Mileage while on Township Business at the per km. rate of                $    .45

 

Benefits for Full Time Road Staff:

q  Will be either paid for 5 days in lieu of Winter Standby at Regular Pay or can take 5 days off in lieu of Winter Standby.

q  Allowance for Roads Superintendant – shall be $100 per month 2009 and shall attend the first council meeting monthly

 

Benefits for Full Time Road Staff and Land Fill Staff

q  A Boot Allowance of up to $100 to be paid upon receipt of an invoice from the employee

q  A Uniform of pants and shirts and 1 coverall thro Northern Uniform Company will be supplied by the Township

q  Overtime – 40 hour work week is from Sun to Sat.  Overtime will be calculated at time and one half for every hour worked over 44 hours in one week.  Road staff may accumulate up to 5 (five) days of Overtime.  If more than 5 (five) days accumulated, the Roads Superintendant shall ask the staff to reduce the overtime to 5 (five) days maximum.  The Roads Superintendant has the responsibility of ensuring that lieu time does not infringe upon road maintenance requirements.  Part time staff cannot replace full time staff when off on lieu time.

 

Benefits for All Full Time Employees:

q  Paid Statutory Holidays: New Years Day; Good Friday; Easter Monday; Victoria Day; Canada Day; Civic Holiday; Labour Day; Thanksgiving Day; Christmas Day and Boxing Day and Family Day – Feb 18 (11)

q  Paid Vacation Pay – after one year of full time employment – 2 weeks with pay

after 5 years of full time employment  -  3 weeks with pay

                                                after 10 years + of full time employment – 4 weeks with pay

q  Paid Sick Leave – staff allowed one day per month worked in each year without loss of pay and may be allowed to accumulate.  Upon termination an employee will be paid half of 60 days or half of the accumulated days whichever is less

q  Bereavement Leave – up to 5 days with pay shall be granted for the death of immediate family (spouse, children, parents) up to 3 days with pay shall be granted upon the death of family (brother, sister, grandparents) and ½ day to attend funeral of other relative.

q  Health Benefit – Plan through Sirius Group Plan.

q  Group Insurance – Plan through Sirius Group Plan

q  OMERS – 6.3% YMPE and 9.5% over YMPE will be paid toward the Premium for OMERS Pension Plan

q  Attendance at Workshops, Seminars etc – staff shall submit time for Normal Work Day Hours

q  Meal Allowance – when attending all day meetings a rate of $45. per day for meals when not provided at meeting

 

Benefits for Full Time Staff at Retirement:

q  Vacation Pay upon Retirement – to be paid years of service entitlement plus Retirement Year Vacation Pay for the time worked – either time off or paid for total time entitled

q  Retirement Allowance Policy – 1 month Retirement Allowance granted for 10 years of continuous service

   2 months Retirement Allowance granted for 15 years of continuous service

   3 months Retirement Allowance granted for 20+ years of continuous Service

 

Benefit for Part Time Staff and Full Time Staff hired during the year:

q  Vacation pay – shall be paid at the rate of 4% of Gross Pay until the end of the year.

q  OMERS Policy – all full time & part time staff shall receive that portion of the allowance for the months worked

q  Health Benefits  - all part time staff – annual limit of $250 per family member for dental, glasses & drugs by Dec.31.

The Employee pay rate/range is outlined on “Schedule A” as attached and forms part of this By-law

 

EFFECTIVE DATE OF BY-LAW 2008–1583 is JANUARY 1ST 2009.  WAGE BY-LAW #1561 is HEREBY REPEALED.
